Does 'Topless' in this case mean single decker?
Those buses should be warned that by not wearing clothes they could end up with an ASBO for indecent exposure!!
Maybe they are trying to entice people with certain dubious tastes...If they ran at night they would probably get lots of passengers!
Perhaps they're semi-literate followers of the Monocled Mutineer?

Most bus companies call their open top buses, "Open Top Buses". Not River Link. Perhaps in an attempt to entice passengers aboard they call their open top buses "Topless Bus." Is this pandering to base tastes?
